Whether Rouen would be a good place to pick up your car depends on where you intend to go in Normandy.
if you are going to visit Rouen, Giverny, Honfleur or nearby, Rouen would be a good place to pick up. If your main destination is near the D-Day beaches, you would do better to pick up in Caen.
In Rouen, a car would be nothing but an expensive nuisance. If you decide to have a night in Rouen, pick up the car the next morning.
It would be helpful if you could amend your profile to show which country you are from. If, as I suspect, "Hepsprings" is short for Hepburn Springs in Australia, then two reputable agencies that arrange cheap rentals with the major companies are www.autoeurope,com.au and www.driveaway.com.au

Yes. Either taxi or walk to your hotel, and the same next day to the car rental place.
In May, we were staying in Jumièges and drove into Rouen to have a look around. It was a Sunday, but there was no onstreet parking, and a parking station at the Vielle Marché cost about €2 per hour.
