Perhaps Hyeres has moved since I last saw it. Try Paris instead?
We are taking 1000 Euro and will have about $4,000 available for withdrawal from our checking account for a 17 day trip. This may be way too much, but we are renting a car for 11 days and will need to buy gas. Also, we are doing a Normandy tour that will take 180 Euro cash. Iin addition, we are not big time eaters, meaning boulangeries and crepe stands suite us just fine. We are going to spend a lot on food and are not big drinkers at all.

Plastic is the true international currency and it stops the need for large amounts of cash on your person. A debit card to withdraw your cash, and pay with either credit or debit for everything except small items eg coffees. Most places take plastic just look for the logo in the window/door.
More than one card is a good move in case of loss, or one provider freezing their particular card. The best card for France, and most of Europe, is a Visa or Mastercard.
How much the trip will cost depends on the price of your accommodation, whether you eat cheaply or haute cuisine, and how much transport will cost. It is perfectly possible for 2 people to do 2 weeks for 1500 euros or to spend 3000 euros without going over the top. I am touring in my own car soon and expect to spend around 2500 euros......I guess thats near your $4000 mark.

It's impossible to guess since we don't know your travel style, how long you'll be in more expensive cities, how many are "we", etc.
Take plastic to get euros there and let your debit card issuer know where you're going so charges don't get refused.
