Is the Lyon Part Dieu or the Lyon Perrache closer to most of the restaurants?

There are restaurants throughout Lyon. Perrache is closer to the historic centre, but neither are really walking distance.

Depends where you come from.

If you come from Paris, better to stop at "Part Dieu" station, because the time the train take to go to Perrache is the same that going from Part Dieu to Lyon center by bus.

At Part Dieu, you can take the bus C13 and be directly in Lyon center. Get out at "Hotel de Ville".

Their are good restaurant their.

You can take the bus C3 and go directly the "Saint Paul Station" It is the last stop of this bus in the old city. The Vieux Lyon.

You will find their bouchons, the famous restaurant of Lyon.

30 minutes by bus !

Rue Saint is more Touristic and Rue du Boeuf is more "gastronomic".
