DB timetable

http://reiseauskunft.bahn.de/bin/query.exe/e

From: Cologne

To: Aachen

Cheapest with SchönerTagTicket NRW (HappyDayTicket North Rhine-Westphalia), a day ticket covering all local public transport in this state. Covers the regional trains between both cities and all other local public transport (trams, buses).

Select at the DB timetable as means of transport "only local transport" if you like to use this ticket. Validity

Mo-Fr from 9am till 3am next day

Sa,So from midnight till 3am next day

SchönerTagTicket NRW Single (1 person) EUR 22,00

SchönerTagTicket NRW (2-5 persons) EUR 29,50

You can buy this ticket from ticket machines at train stations, tram stops etc. If you go the counter it will be EUR 2,00 more expensive.
