Cycling is massively popular in Cantabria, so I would definately say yes. There are lots of options, road, track, mountain, path, it depends what sort of cycling you're looking for, but I think you'll find everything.

A useful website may be: http://cantabriaenbici.es/index-en.html In English, has lists of cycling routes, maps and GPS routes.

The tourist offices will have more information, there are leaflets available on cycling in Cantabria.

There are many more cycle tracks, and some great areas for path cycling. Road cycling is very popular, especially at the weekends, with many popular routes along the coast and through the hills and mountains.

Yes, that's a good point, there is little flat cycling in Cantabria, it is essentially a province of hills, valleys and mountains, even along the coast. One of the few exceptions could be the Via Verde del Pas, mentioned above, which as it goes along a disused railway IS virtually flat. The same can be said for the new cycle track between Torrelavega and Suances, as it runs alongside the river Besaya.
