Are quiosc chairs by placa de carles buigas public space?

Or the table chairs are only for paying customers? Normally in NYC public plazas chairs and sitting is open to the public, even when provided by private kiosks or cafés, unless specified by sign or fenced. We were asked to leave by the attendant at around 18:00 hours. Just curios, maybe a customary thing.

if there are any table then it is for paying customers.

here we don't seat in a café or kiosk unless we are eating/drinking something ( well, I have never done it), tables are for customers

In Europe if there's a kiosk with seating,it for customers use not for people who are not,it does not need to be fenced ir anything,they usualy have a permit of sorts to be there,so it is well within there right to ask you to leave if you sit there without buying anything
