For such a short stay you really must consider something 3 star or above, nothing rated lower will do.

At three stars (officially listed as 2*), Queens hotel costs around £60 for a single room but I'm sure you can find better rates online rather than booking directly. A good alternative is Bristl Hotel in the centre.

Avoid at all costs pokey side street hotels like Continental, Cannon or youth hostels.

I prefer the Caleta (4*) athough this is on the east side of Gibraltar.

Agree with all John says. Depends on the prices you find on booking sites or online.

I would choose from Eliotts if you want central, Rock hotel - for the views and Caleta Palace especially if you are there in the summer.
