Cheap is a pretty relative concept. But generally you will pay less in a Hostal (a small, privately owned hotel as opposed to a hostel which is for backpackers etc). Two that people like which are right near Sol and so well located are the Hostal Adriano and the Hostal Gonzalo. Both run in the mid €50s.

Downtown is the Gran Via. There are many hotels, restaurants and stores there. You can use venere.com to screen for hotels in that area.
