Nudist beaches have no connection with dogging.

In the Benidorm series the scene where Mel and Madge found themselves on the beach with amorous couples looked to be in the new town Levante area. It was just entertainment and there's no 'doggers beach' there. In fact nobody is allowed on the beach after 11pm.

And there's no dogs allowed on the beach either (unless they wear a particularly nice bikini!)

The small secluded beach in the Benidorm series is off the Rincon headland. No dog walkers allowed either.
