How does the rating system work?

Just curious - I have beeen checking reviews on several B and Bs in Rome and suddenly noticed the other day that one B and B I wasn't interested in was no longer #2 in the hotels but now #14 in the B and B reviews. At about the same time one place I am interested in dropped from thirty something to fifty something but the reviews did not change for that place and all the others before it and after the newly placed one have the same number of colored in circles (4.5) and some have less reviews. So, I am confused. How does this rating system work?

I don't think anyone REALLY knows how hotels get listed in the numerical order of popularity.

I use location and reviews to make decisions more than the numerical order. ALSO when reading reviews click on the reviewers profile to see where else they have stayed or IF they are "1 post wonders" and have no other posts.
