If I have 3 days in Rome will I have time to go to Tivoli to see Villa D Este and Villa Adriana? Are these worth seeing and will it take a half or full day?

Whether you will have time depends on what else you want to see or do: it is your decision. If you want to look over both villas, it will take the best part of a day.
