Are tickets necessary to attend papal blessing at noon on Easter Sunday?

No tickets are needed. Just show up, but expect huge crowds.

Not that I know of, but the Irish Church in Rome is San Patrizio a Villa Ludovisi. They are located at Via Boncompagni 31 - 00187. Their phone number is 06.42.03.12.01.

They may be able to help you there.

I checked with the Irish College and they do not provide a ticket service.

If you are interested, here is their website. There is some good information on it. http://www.irishcollege.org/

There are a few other Irish churches in Rome. San Clemente on Via Labicana, 95 is run by Irish Dominicans and has a Mass in English each Sunday from May to October.

San Isodoro on Via degli Artisti, 41 is run by Irish Franciscans.

I hope this helps.

In that case, you are almost literally around the corner from San Patrizio. :-)

Not more than a minute or two to walk there.
