If it's a big trade fair then the hotels get sold out quickly not only in Milan itself but in all the towns around Milan so if you find something cheaper in como then I would book it.
Yes, Como would be very acceptable as a base, and a nice town in its own right. You can easily commute.
Now this is just a personal opinion, and not trying to argue, but just for the sake of saving money I would need a significant savings to book too far outside Milan, nice as other places are, even Stresa, etc.
If the fair would be my main objective, then the key to me is location, location, location
I would not want to be doing that commute each day no matter how fast, even like under an hour or so and even after getting back to Milan there is probably another metro or tram to take.
One time I stayed in Milan for 3 nights, the third was like 50% more just due to some show or exhibition, but I just bit the bullet.
