Weather and Driving in Puglia 2013

I am researching a visit to Puglia in 2013 and would like to receive some advice on a few issues. We have never been in southern Europe before.

1. Which month is better, June or September? We like to come outside the high season to miss the crowds, but like it warm (mid to high 20's C). Although we are not particularly beach people, an occasional swim would be nice. Does the ocean temparature make much difference? And which of these months is rain more likely?

2. Is there much difference weatherwise between north and south Puglia?

3. Although we spent the first 20+ years of our lives in crowded Holland before emigrating to Canada 36 years ago, I am a bit hesitant about renting a car and driving the narrow roads and dense towns. Being mainly used to drive fairly empty rural Canadian roads now, would driving in Italy be a nerve wracking experience? I would especially like to hear from other north americans about their Italian driving experience.

4. When renting a car, does the quoted rental price include full insurance coverage for the car? In North America we always are advised to purchase additional collison insurance (CDW), often more expensive then the base rental. I don't see any mention of optional insurance on the rental websites.

Any advice will be much appreciated.

We have just returned from a week in Puglia and the weather was very warm but we did have a couple of torrential downpours which made the atrocious state of the roads more perilous. We hired a car from Bari airport and drove to Corigliano d’Ortrante which took about 2.5 hours. The main road was ok but still some serious surface problems, but as soon as you leave the motorway the roads are potholed narrow and littered with all kinds of rubbish, mattresses, fridges, tyres and building rubble. We were shocked at the state of the countryside. Driving in the small towns is a nightmare even with a very small car – we had a Fiat 500. Many streets are one way and the give way signs are ignored so it was extremely stressful. However the Adriatic coast line is better driving experience and has lovely sightseeing and a bit more upmarket.

Optional insurance rates are rarely given on rental sites. These are quoted at point of collection of vehicle. Hertz charged us 33euros per day for "Super Cover" on the car we rented at Bologna airport ten days ago.
