The center of Pisa is very small. Anything within the city walls is only 10 minutes from the central spot which is Piazza Garibaldi and the Lungarni. The tower is still in the center but right by the walls. Consider that the walk between the tower and the central train station which is essentially the area you would consider the center takes 25 minutes.
