Self catering holidays in quieter areas of Portugal

My husband is 70 years of age, with health problems but good mobility. I, on the other hand, am 63 years of age with mobility issues and sleep apneia; so we will require a 1 bedroomed apartment. I am able to walk using 2 walking sticks and love to explore the area, either using the local bus service or organised coach trips. We are not sun-bathers or smokers or heavy drinkers, but we do still like to socialise. Can anyone please recommend somewhere in Portugal that is not hilly and an apartment complex which doesn't involve a lot of steps. Many thanks

Not sure when you intend going, The latter part of the year is much quieter, If you are thinking of the Algarve then Vilamoura is certainly flatter, We go in November for 3 weeks and have done for 29 years, We have stayed in the Dom Pedro Portobelo and also the Dom Pedro Marina we will be in both this year, in front of those Hotels there is the Bus stop also the Taxi Rank so they are both in very good location. there are very good kitchens in the DP Portobelo. I do not know to much about resorts further North, but I hope this gives you a idea of where to go.
