In Portugal Old Holborn was €49,50 for 10 x 50g last week but VAT went up here at the weekend so it will be a bit more now. Amberleaf was €23,00 for 10 x 40g. I did see some Golden Virginia at €41,99 for 10 x 50g also.
Sovereign are going to be about €35 for 200.

UK VAT is is not related to that of Portugal. Also tobacco prices are regulated. That is, you pay the same in any shop or retail establishment - as such no need to research prices as what you pay is what you pay.

I won't be able to check on new prices until later this week. It's quite possible that old stocks will be sold at the old prices as they are stamped with the price.
The standard VAT rate here in Portugal went up from 21% to 23%.
To be honest, I really don't understand the question unless you're going on a cruise. Even then ............

Price update - at a quick glance yesterday some prices have not yet gone up but where they have it seems to be 1 Euro extra for 200 or on a block of tobacco. This of course bears no relation whatsoever to actual tax increase and is blatant profiteering. But in the grand scheme of things, still cheap for UK persons compared with what stuff costs there.
