We spent a Sunday afternoon down there in September 2010. A very enjoyable afternoon. Lots of bars/restaurants overlooking the river, and on a sunny Sunday it was filled with locals of all ages. I would think it might depend on when you are visiting and even day of the week. For us the local ambiance of the place was wonderful on a Sunday.

"is this boardwalk worth a visit in lisbon?" What are you looking for? It's a boardwalk by the river with views to Vasco da Gama Bridge and, as said above, part of it it's along Parque das Nações where you have the Oceanário and a lot of bars and restaurants. The weekends are more "lively" than the weekdays...

Adding to the above, other things you might enjoy in Parque das nações:

- Cable Car with panoramic views

- Shopping Center (Vasco da Gama)

- Casino....

By the way "parque das nações" is not a "boardwalk". It has one, but it's an area fully developed that (in my opinion) would be worth visiting even if it only had the "Oceanario"....so, everything else is a great bonus..
