March & April are too cold for sunbathing, June is the start of sunbathing and swimming in the sea.

Not sure of your budget, but if you want a sandy beach then I suggest that you look at Mellieha Bay hotels are:

Seabank hotel, which is located literally across the road from the beach, it is probably one of the most popular hotels in the area and has just reopened following a major rebuild. http://www.seabankhotel.com/

Mellieha Bay hotel is located on the far side of the bay, this hotel was built in the 70's and has expanded sideways. Very kid friendly and safe, as it is not easy to get to the main road from the hotel without going through reception. Has regular kids clubs, so parents do get the odd rest. Has two sets of pools (one at each end) and it's own small sandy beach. melliehabayhotel.com/melliehabayhotel/home.a…

Also Luna Holiday Complex, more self catering and a bit basic. http://www.lunaholidaycomplexmalta.com/

Mellieha Holiday Centre, again self catering. http://www.mhc.com.mt/the-resort/

In Mellieha village which is about a mile up the hill there is the Maritim Antonine Hotel http://maritim.com.mt, the Solana Hotel http://www.solanahotelmalta.com/ , the Panorama Hotel http://www.panorama-hotel.com/main.htm & the Pergola Hotel http://www.pergolahotel.com.mt/ , a large selection of villas to rent in the Santa Maria Estate, a few touristy shops, a supermarket, several restaurants and a few bars.

March and April are a lovely time to visit Malta. Temperatures are just beginning to warm up after the short winter and you can (especially in April) enjoy daytime temps in the early 20's which forsome is warm enough for sun bathing. I agree rhat the pools and sea will still be too cold for most people for swimming though and if swimming is important you would need to select an hotel with indoor pool. For site seeing the temperature is perfect. However, if a beach holiday and warm sea is important to you come between June andearly October. The best sandy beaches are in the north of the island at Mellieha and Golden Bay.

April will be warm and sunny but sea temp still low, however some people do swim in the sea, if you like small resorts try the Ramla bay hotel a couple of bars near by or if you just like sun bathing off rocks a good place is Sliema countless bars resaurants shops, etc and easy reach of Valletta by bus or ferry across the bay. also buses to most parts of the island.
