Sliema has the better bus service and probably more to see and do. However it is very modern and touristy with very little character.

The Three Cities are more of a residential area but are very historic and interesting, so worth visiting as a day trip. However some tourists chose to stay there in order to get a feel of what it is like to live in Malta..

Low Season I would opt for Sliema.

Definitely Sliema. Both areas have nice level promenades at sea level but are both a bit hilly when you head into the "old town" areas.

Birgu has good bus services to Valletta and a couple of routes which head elsewhere, and of course you can get to Valletta by ferry. However there's much more "life" in Sliema - shops, restaurants etc. - if that's what you want. Buses in Sliema are very frequent and head to a variety of destinations, but again for many places you may need to go via Valletta.

Birgu is actually my favourite town on Malta, but for your criteria I'd recommend Sliema.

Sliema Is a great place with good bus and ferry services. Plenty of eateries and pubs. A new shopping mall also .

For restaurants, bars and shops, and bus service silema is the better, however if you want to be surrounded by beautiful historical sites and buildings and see how the Maltese live then the 3 cities is for you, there are buses and ferries just not quite as regular as silema, and most buses you would have to go into Valletta and change there for other places such as mdina and rabat,Marsaxlokk etc, depends whether history and culture is more important than bars and restaurants really, obviously there are bars and restaurants in the three cities just nowhere near the amount as silema tho, maybe Google webcams Malta and have a look at the live feed for these places.

Depends what you're looking for. Sliema is busier with lots of shops, and tourists.

Birgu is quieter, more historic. There's a nice walk at the Birgu Waterfront though. Check this link for Birgu Waterfront:

From Sliema, you can catch a ferry to Valletta.

From Birgu, you too can catch a ferry to Valletta.

Definitely Sliema. Transport there should be easier than in Birgu or Vittoriosa to both get to and from places. Numerous buses (and bus routes) serve Sliema and many other buses pass through Sliema to get to their destination.

We went up to paradise bay from Sliema and had a good day out at the beach bar. So many busses to different areas from Sliema.
