The only direct transfer would be by private taxi @ £ 120 each way , 3 Hour journey time.(PM me for contact details).
As John states there is no cross border public transport, Ercan to Ledra Street in a taxi approx £20 each way, walk across the border and at the top of Ledra Street (15 min walk), turn right and there is a bus terminal there.I Imagine that you would have to change in Paphos http://www.cyprusbybus.com/
Yes but you'll need to purchase additional Insurance at the Border and it's only 3rd Party, If It's a hire car you'll need to check first if they allow their cars North.

Not sure if you are understanding the situation properly, Chris.
You cannot drive directly to Latchi.
You cannot take a North Cyprus hire car across the border. (see links above).
Also you will need to cross the border near NICOSIA or in NICOSIA (there are 3 crossings). You will then need to negotiate the mountains to get to Latchi. Either up and over or go around via Limassol and Paphos.
Check the map and other sites.
