Gosh that's a big distance:

Dogs are allowed on Goodrington Beach

You can walk from Paignton to Brixham along the coast path (passing quite a number of small coves which are okay for dogs ).

Berry Head, Brixham - lovely walks for dogs.

You can walk from Brixham to Dartmouth - along the coast path.

Also suggest you take a look at:

Lots of dogs having great fun together on Goodrington Beach today as we walked past :)

We always used to head there when bringing our dog on holiday to Paignton.

You can only walk from Brixham to Dartmouth if you can walk on water!! I think the poster meant you could walk to Kingswear along the coastal path then get the ferry to Dartmouth, not many places to take a dog in Dartmouth though, mainly streets and shops, there is a park but not sure if it's dog friendly.
