Except for over-75s, the purchase price and the limited percent discount mean that getting this card is useful for very few tourists.

There are special fares for people with disabilities, but these require a special card which I think is only available to Italian residents.

The link provided by Robert-J is actually very useful, as it can be converted into English by clicking on 'English' at the top of the page. You need this link to access train times and prices.
