There's a highway 126 in San Luis O. County? I can't find it, so the only 126 I'm aware of is in Ventura County and no, it is not prone to flooding, entire road is built up over flood ditches or is way above ground level. That was after a couple of famous floods - today, while it can get slick and there may be some dips that hold water, it generally doesn't flood (I suppose any road can flood if there's enough water, right?)

Check the map or GPS again...where are you driving to/from on this highway? I'm not aware of a 126 either.
