International only and you pay the departure tax on leaving the other country and it's not included in your fare.
A Departure Tax is paid to the country you are leaving. The amount varies to each country, as does whether you pay as part of your ticket, or if they collect cash at the airport. There are also airport fees, which are sometimes collected seperate from the ticket, and these are applicable to domestic and international travel.
So the question is: Do you have to pay money when you fly out of the Cairns airport, on top of what you paid for the ticket?
Definitely not at the domestic level
Cairns airport has a passenger service charge for all arriving and departing passengers - it is shown in the taxes section of your ticket and included in the total ticket cost.
For each international arrival or departure the fee is currently AUD17.88 (about USD13.50) - if your travel includes an international flight into Cairns and an international flight out then it is 17.88 x 2 = AUD35.76.
For each domestic arrival or departure - AUD7.11 on Qantas - this charge may be different for other airlines.
There is also a baggage screening charge for departing passengers, domestic AUD2.34, international AUD5.96.
Then there is the Australian Passenger Movement charge of AUD38.00 which is a government tax on each passenger (except children under 12) on an international departure from any Australian airport.
GST is charged on the domestic taxes if the travel is not part of an international journey.
All these taxes/charges should be included on your airline ticket, they are not paid at the airport.
All taxes and charges are included for your home country but the departure tax in the foreign country is not included and has to be paid at the foreign airport on departure.
These days most taxes and charges are included in the ticket - there are some exceptions, eg in NZ there is an airport tax on international departures ex Auckland, Wellington, Christchurch, Dunedin, Hamilton and Palmerston North that is not ticketed and must be paid at the airport on departure.
All taxes and charges for travel to Australia (and to the UK or the US) must be collected and included in the cost of the ticket, regardless of the point of sale. Next time you have a ticket issued, have a look at the taxes/charges field, even without the current fuel surcharges (tax code YQ for most airlines), a simple SYD/LON/SYD journey currently includes another AUD157.00 taxes/charges (Sydney noise levy, AU departure tax, Sydney passenger service charge, UK air passenger duty and a UK passenger service charge).
