Snorkelling - Low Isles or Blue Pearl Bay

I was hoping someone might be able to tell me if the snorkelling is better at Low Isles or Blue Pearl Bay?

Low Isles is at Port Douglas and Blue Pearl Bay is in the Whitsundays. Have never snorkeled at Blue Pearl. Low Isles has some good snorkeling, clear water, turtles, giant clams, lots of tropical fish. Visitor number are restricted to ensure it remains good.
