The tallest building in Melbourne is the Rialto - and it has a viewing platform. I don't think you could beat it.

Also, visit any where along the Bay and take pictures of the sunset. The best places are along St Kilda, Port Melbourne or Brighton.

The Rialto viewing deck hasn't been opened for sometime. Closed a couple of years ago.

But try the Eureka Tower viewing deck,

If the weather is right then St Kilda beach or any of the other Bayside beaches will give you spectacular sunsets over the water.

Along the river near the Swan St Bridge at sunset gives fabulous silhouette views of the city skyline.

On the Bridge near Flinders St Station (Princes Bridge I think) looking west along the river toward Southbank.

Happy snapping.

The GOR (Great Ocean Road) is at minimum a long day tour out of Melbourne and to see the sunset you would have to stay somewhere overnight, the iconic choice is Port Campbell. For general beach sunset photography I am sure there are closer locations (you might want to check how they meet your needs regarding direction). If you have the time and enjoy coastal scenery, the GOR is well worth doing.

If in Melbourne, best place for sunset is definitely St Kilda. I'm even having my wedding reception there in January for the best city/bay/sunset views around!

Can't go past it, and great restaurants along the beach.
