Melbourne has loads of good 'cheap and cheerful' dining, as well as great high end stuff.

In the CBD, you'll find a range of affordable Chinese restaurants in Chinatown (as well as fine dining like Flower Drum). Thai is everywhere and generally inexpensive. If you like Vietnamese, you could try Victoria Street, Richmond, which is inner city (east), though just be mindful of dodgy side streets. Japanese tends to be a little pricier, but you can still find some good value here and there. Many of these restaurants will be 'BYO' (as in 'bring your own' wine and beer). You could start at one of these places and then move on to a pub or bar. A place I have really enjoyed with a largish group of friends is Rice Queen in Fitzroy, though I haven't been since they moved from Smith Street to Brunswick Street. A good pan-Asian menu, not too pricey, great drinks and live music - a place where you can hang out for hours.

Melbourne also has a great pub dining scene.

I'd suggest checking out Urban Spoon for specific recommendations - you can type in a range of criteria (price, cuisine, locale) and it will filter restaurants and bars according to what you are looking for.

I subscribe to this local email newsletter and I came across this cheap eats article (hot meals). Apparently you can get breakfast from $1.45 at Ikea. Not sure what you get in your breakie though!
