A 7 and 10 year old would enjoy some time at Scitech

http://www.scitech.org.au one train stop out of the CBD.

or if its not raining - catch a CAT bus up to Kings Park - there are great playgrounds for kids and load of walking paths and view points

Another day that can be planned around the weather as it has both indoor and outdoor fun stuff - is Hillary's Boat Harbour which includes the AQWA aquarium. http://hillarysboatharbour.com.au That would satisify a beach craving at the same time.

You may find the beach isn't a great option due to the cold and possibly rain, so PP's suggestion is a good one.

Caversham and the Swan Valley will be difficult to access without a car, as public transport in that area is thin on the ground. You may want to either hire a car and drive it yourself, or if that's not an option, a car with driver.

Have a look at the WA tourism website for more ideas:

Bayswater is the one I generally recommend. (Never heard of Hawk.)

You could consider Perth Mint, one of the Museums - WA Museum or Maritime Museum if it is wet. Perth Zoo

is always popular with kids ( has a great playground as well as animals) although if you go to Caversham you may not wish to go as well.
