Hi dory,

October the 28th is indeed Labour Day a NZ public holiday. You'll notice more people around, with many having the day off work making for a long weekend. Shops and restaurants will open, and public transport will operate.

Beyond that date, senior school students end their academic year from mid-November onwards. Same with universities and technical institutes. Again you may notice a few more people around mid-week but not in dramatic numbers by any means being a small country with a relatively low population.

Enjoy your visit.
