Hi shirleyhou,

Actually - the answer is yes and no. While there is a small/medium-sized outlet outside of Budapest, the clothes are priced fairly close as to what you can find in the malls of Budapest - which is expensive as compared to many other markets. With a sales tax (or VAT) of 27%, most clothes are cheaper elsewhere.

The much better outlet that many locals go to is actually just on the other side of the Hungarian/Austrian border on the way to Vienna. If you are headed that way, you should skip the "outlet" here and save for the Austrian one.

Parndorf near Vienna is the closest equivalent to Bicester (which is actually quite far from London!), but the prices are higher.
