when is the best time of year to drive hwy 1,[weather wise,no or little fog and rain], heading down from Eureka to Big Sur

I'd add September as well. November gets a bit iffy, especially farther north - it is the beginning of the rainy season, and the storms usually hit the north coast first. Plus the days are shorter.

In the spring time, May is generally pretty nice too. April is iffy with regard to rain, but generally pretty nice.

April, May, June (can be foggy south) , September, October, early November.

I've been in Eureka in February when it's been lovely, too :-) They get only about 45" of rain a year, so not too bad.
