Read or post your question in either the Ft. Walton Beach, Pensacola, or Panama City Beach forums. You'll get lots of ideas there.

Check out Seaside--a planned community which incorporates certain principles of urban design. We rented a small house there a few years ago and really enjoyed it. This is where "The Truman Show" was filmed. Not sure if they have rentals that are beachfront or not; ours was not. There was no nightlife when we stayed there.

Very different experience from your typical hotel/beach resort.

The Seagrove Beach area is wonderfully peaceful, between Panama City and Destin. ResortQuest handles (probably) hundreds of properties of every type and price range; I've had good luck renting from them twice. You can explore their rentals (ranging from houses, to condos, to hotel rooms) on their website. My last rental was called Sea Mist--very affordable, right on the Gulf--ResortQuest even provided beach chairs.
