There was no construction on US Route 11/15 from Amity Hall, north of Harrisburg to Williamsport when I traveled it about 2 months ago.

We came up 15 from Dulles not too long ago. There was some blacktop work around Leesburg. Clear sailing from Frederick up through Gettysburg, north of Gettysburg there was some blacktop work.

There are several traffic lights on 15 around DIllsburg that cause heavy back-ups, especially on Friday's. There is major construction in Camp Hill on 15 in the area of the Camp Hill Mall, at rush hour, you can expect delays.

If you avoid morning/afternoon rush hours, it shouldn't be too bad. 15 is a major route for commuters heading to work at the state capital in Harrisburg

Isn't that a bit out of the way? Easier to go 66 to 81 or 7 to t0 and grab 68 through the mountains and 79 out of morgantown or 48...depends on how you want to navigate Pittsburgh.
