Either way, there’s not much risk in taking the subway. Just be aware of the relatively early closing time on Sunday.
All three options are relatively safe. If the Metro is still open when you arrive, that will be the cheapest option. Taxi will be the simplest option. Uber or Lyft works too. An entrance for the Wardman Park Hotel is right across the street from the Woolley Park Metro station. Red Line all the way.
I wouldn't even consider doing anything but the metro myself. That hotel isn't very far from the metro stop. But I don't like Uber as a company and would never ever use them if I had a reasonable alternative. In this case, there is no need to do anything but metro except preference.
Now that depends if this is a reasonable time, if it's midnight, yeah, I might take a taxi partly because I'd be tired.
To me evening is anything from 6 pm to 6 am.
Any option you list is as safe as can be, really. Probably all competitive in terms of time as well.
