You need to tell us which airport.
There are three that people use to get into Washington, D.C.
Since you're flying to South Africa I can only guess you're using Dulles Airport (IAD) ?
Dulles is 20+ miles outside of the city, there aren't any tour companies that would do this to my knowledge.
You "could" get into the city on your own perhaps by Noon. "If" your flight from Toronto is on time. That would give you maybe 2 hours to see anything before having to get back to the airport.
You'll have to decide if the time and expense of getting to and from the airport is worth it.

I thought if I leave Toronto I will be able to check in all my baggage etc to Jhb and not do this in Washington. With DCA this will not be possible

Not really. Not with over 7 hours between flights. But having the luggage with you will be an issue. You "could" get a taxi from DCA into Washington, leave your bag(s) at Union Station where there is luggage storage, and sightsee for maybe 2 hours. But then you'd have to grab another taxi out to IAD airport, leaving Washington no later than 1:30 or 2:00 at the latest and incurring another hefty taxi charge.
(There are public transport options other than taxis, but depending on how much luggage you have they may not be viable options.)
Bottom line for "me" would be to skip seeing Washington on this trip. You'll have to decide if the hassle and money is worth it to you.
If you are willing to spend the money you could arrange a car and driver to meet you at DCA. Then you will get help with the luggage, You will have enough time to get a couple of hours seeing the sights of DC from the car and could even stop at a few for a short visit. And then get driven out to Dulles in time to check-in for your flight. I'm not sure how much that would cost, but probably at least $300.
$300 would be ok.
Anyone know where I can find such a service?
There are some limo companies such as Burkilimo, Dulles Limousine and Boston Coach. Perhaps if you get in touch with them, they would be willing to arrange such a service,
Maybe others would like to add some recommendations. FWIW, I personally have never used a limo service...
