Victoria House or Pelican Reef?

What are your thoughts on these two properties? Does one have any major advantage over the other? This is for a couple, no kids. Thanks!

The only real snorkeling off the beach is up north at Tranquility Bay, where the reef touches the shore. It can be fun snorkeling around the dock at Victoria House though, but nothing like snorkeling the reef, which is what most people come down for. That requires a short excursion with a guide to one of the marine parks or popular snorkeling locations.
