Not really a plate lunch BUT Da Crack has great Mexican food. There are almost always young locals hanging around munching on a burrito that is priced right. Located next to SeaSport Divers and a really cool, small market. http://www.dacrack.com/index.html
Koloa Fish Market has delicious plate lunches as well as fresh fish

I just put "plate lunch" into the search function and this one was about 4 down the list. See esp post 6. I believe all of those are still in business.
Savage Shrimp was my favorite in that area and its very reasonable.

Only two places here in the Po'ipu area to get real "local" style plate lunches with good choice ......one is Koloa Fish Market in Old Koloa Town....and the other would be Sueoka Snack Shop....right outside Sueoka Store....also in Old Koloa Town.
Da Crack is fabulous and I eat there once a week minimum......try it sometime when you aren't craving plate lunch!
BYW....the "Hawaiian Plate" at Koloa Fish Market is my favorite plate lunch from there....so ono!
Other places outside of the Po'ipu area that are known for good plate lunch would be Po's Kitchen in Lihu'e, Mark's Place in Puhi, KCL Barbeque in Lihu'e, Da Booze Shop in Waimea, Ishihara Market in Waimea, and Bobbi's in Hanapepe.

I haven't had the loco moco at the Kaua'i Food Truck, but I don't think of their items as a typical "plate lunch" .......I've only had a breakfast sandwich there and an omelette, both of which were very good, but I've not had lunch there.
I'm not sure what their lunch menu is honestly.....maybe they do have plate lunch. I thought it was mostly burgers and sandwiches?
