IMPORTANT information for all travellers going to Madagascar

Some important information for all travellers going to Madagascar and planning to take a flight.

Starting June 3rd 2013, air passengers ( domestic & international ) have to pay some " aviation security fee" before going through security. So please , allow yourself an extra cushion of 30 minutes to pay this fee and get your receipt.

international and regional passengers: equivalent of USD 14.35

domestic passengers : equivalent of USD 14.35

We advice you the important information emanating from our Ground Operations Director in box and related to the Adjournment of ACM security charge implementation according to decision N° 252 – 2013/ACM/DG 26th april 2013 and its circular N° 05/2013-ACM/DG/Cir 02nd may 2013

Dear all,

As per discussion on board of director this morning,

And as per letter received from Malagasy Ministry of Transport,

This circular is suspended till further notice.

Therefore, no tax collection will be done as from today.

We shall inform all relevant parties should there be any change in between.

in typical Madagascar fashion, the tax will now be collected:

Dear all,

Further to today’s meeting with ACM, the ACM circular will be applicable as from June 12th, 2013.

Practically,

- Tax are collected by ACM or CSPI locally at station,

- They also set up agreements with hotels, travel agencies for the passengers be able to pay those tax at booking time, in order to avoid long queue at the airport. Namely, those hotels are Ibis, Carlton, Colbert and 2 others to be confirmed

- MD to confirm later if be able to be also as a point of sale

· The passenger will receive a coupon upon payment that will be controlled by authorities (not Air Madagascar)

· As for Ivato airport (provinces to be confirmed), control will be done AFTER the check-in. Announcements are done within the airport.

We shall try to provide information as long as we receive them. If other questions, please send them in order to get it clearer.

I am glad to inform that after a lot of lobbying from the different association of tour operators and travel agents , the airport security tax has been suspended as of today. The announcement in french is below:

Un Conseil des Ministres s’est tenu ce Mercredi 18 Septembre 2013 à partir de 15h au Palais d’Etat d’Ambohitsorohitra.

I°- Communications

Au titre du Ministère des Transports

Une Communication a été faite, relative au contrat BOT avec la Société CSPI sur la redevance de sûreté aéroportuaire.

Il a été constaté que la perception directe, auprès des passagers, de cette redevance constitue, sans conteste, une entorse à la pratique moderne, d’autant plus que certains agents, nationaux comme étrangers, de CSPI ont perpétré des comportements désobligeants à l’encontre des passagers.

En tout cas, comme l’édicte le principe d’un contrat BOT, toutes les infrastructures et les matériels nécessaires doivent d’abord être installés avant que l’on procède au prélèvement d’une quelconque redevance.

De ce fait, le Conseil a décidé de suspendre cette perception de la redevance de sûreté aéroportuaire auprès des passagers au niveau des huit aéroports internationaux de Madagascar.

The situation is difficult and confusing : The government has decided to suspend the fee but the subcontractor CSPI (french service provider) that handles the collection refuses to apply the decision.

Meanwhile, negotiations on the refund process for passengers are underway. Wait and See.
