We recently spent 21 days in India (November 13 - December 4, 2013) inclusive touring the following cities in India:
We did our own research specifying the tour sites to be visited, mode of transport, hotel accommodations with meals included. We initially contacted about 6+ tour operators and finally narrowed this down to Travel Pals. This process took close to a year to finalize.
We compared the price; what is achievable given our limited time, what the tour operators are willing to offer, and what the tour operators are willing to cover. More importantly, we take note on what each tour company's advice is regarding our itinerary planning.
For example, some tour operators would not cover so many tour sites in the amount of time we budgeted. For example, some tour operators did not think that certain routes (because of road condition) could be traveled within the time we budgeted. For example, most tour operators would not cover meals. Etc. We had to change our travel itinerary several times.
As far as price is concern, Travel Pals did not provide the least expensive quote, neither was it the most expensive. However, our correspondence revealed that it is the most patient operator willing to cater to what we required.
We are back to North America now and happy to report that we had an excellent experience and Travel Pals is well worthy of our recommendation:

We were impressed that representative from Travel Pals took the trouble of phoning us fairly often to inquire if we had encountered any unpleasant experience - and promptly offer solutions.
We felt pampered and well looked after. We would definitely contract them again if we ever go back to India.
