Bringing dokha/medwakh into India?

Hello, dokha is a type of Iranian tobacco. I was wondering if I could bring it into India? I know there's a tobacco allowance of some kind, but I'm confused as to what the process is. Can I just put it in my baggage and travel, or do I have to declare anything? There will be an adult traveling with me, who will be in possession of the dokha while I'm there. Also, I'm bringing it in a set. The set includes a small bottle of dokha, a pipe, and a lighter. Can I keep all of this in my baggage?

There is a Guide for Travellers in this government page.

Read Page 6 of the guide where it says that you can bring items for personal use EXCEPT those listed in Annexure 1.

Annexure 1 says that you are prohibited from bringing cigarettes exceeding 200 or cigars exceeding 50 or tobacco exceeding 250 gms.

This means you can bring tobacco upto 250 grams.

I don't know if there are any rules for carrying tobacco in person, but in your checked in baggage it should be ok.

You may need to prove that it is tobacco. Bring a branded packet if you can.

How do I prove that it is tobacco? My bottle isn't branded.

@whatevenismyname: I would recommend buying Dokha from India itself.

I contacted HTC to get a customized Medwakh... they have a huge collection of Medwakh pipes as well.
