What makes you think that a location with 25km of glorioous beaches, which is what Khao Lak is most renowned for, is best place for a jungle safari? Perhaps you are confusing it with Khao Sok which is an hour further north from Khao Lak but is better suited for the activities you are looking for. Operators from Phuket promote tours to Khao Lak for elephant treks and raft riding, both of which are avialable but not as good as in a huge beautiful rainforest area like Khao Sok National Park.

Different people will have different opinions on the best of anything.
Why dont you do some research, check out reviews and make a grown up decision.
In southern Thailand elephant treks are more of a commercial activity than in the the north and there are many tours and places that include them. The link provided by DodgerIrish gives you ideas and prices for those on Phuket which are obviously nearer. The elephant camps at Khao Sok are outside the boundary of the National Park and in themselves not sufficient a reason for making the long trip. Canoe or raft riding on the River Sok is a about 90 minutes through the beauty of the National Park but again of itself is not a reason for going so far. Generally trips from Phuket to Khao Sok take about 3 hours each way with an ellie trek lasting about 1 hour, a ride on the river 1 1/2 hours, lunch, either in Khao Lak on the way through or Khao Sok, and a short visit to a disused temple that has a troupe of monkeys begging for food. Personally I enjoy the majesty of Khao Sok and Cheow Lan Lake.
we have used siam safari a couple of times and found them to be good.
also stayed at their 'Elephant hills' camp in a 3 night programme which we enjoyed.
But, if you are also planning on being in the northern area (like chiang mai) then the elephant experience is, in my view, better up there.
