Good spot to stay in Phnom Penh

Hello, will be in Phnom Penh soon and am going through the hotels and reviews but its tough to tell. I was wondering if anyone had a could recommend a spot to stay that is budget (~$20), near to places to go out, not skeezy and would be able to meet other travelers, Also, was thinking of just showing up without a reservation and finding a place, is that typically ok ?

I have found Street 172 at the end near Wat Ounalom to be a good location. The area has at least one real small hotel and several guesthouses which should offer A/C rooms for about $20 even in the high season. There are several restaurants and bars, but no noisy discos and very little through traffic. It is a short walk to the Royal Palace and the river, and walking to Street 51 or Central Market is quite feasible, too.

The Angkor International is good and within your budget, just behind the Kandal market, 2 mins from the riverfront and 5-10 mins walk to the central market.

I'd suggest pre-booking by emailing or calling the hotel directly because I've seen backpackers lugging bags in a tuk-tuk from place-to-place. I've also seen people have their reservations mixed-up when going through different sites (other than the hotel's direct site). Why don't you consider the expat neighborhood SW of the Independence Monument like the Mad Monkey or the Blue Dog? http://www.madmonkeyhostels.com and http://www.bluedogphnompenh.com/ The Blue Dog is right around the corner from a backpacker street and the Mad Monkey is a few blocks farther into the neighborhood.
