You cant get it outside the country except from around the borders - it is a non tradable currency.

You can get some from an ATM or exchange kiosk at the airport or main border crossings though.

And if coming in via Thailand, you can use baht just inside the border until you find somewhere to get money.

Depending on how you arrive, you can exchange at the airport or use ATMs at the Friendship Bridge.

If you're going to Luang Prabang, be wary of the exchange counter at the airport. It's run by a bank and the exchange rate there is not much worse than what you will get in town, but half the time it's closed and you have the taxi people standing there pretending to be from the exchange. They will exchange money for you at a rather poor rate, instead of the one advertised on the board next to the counter. If you find yourself in this situation, exchange enough for a taxi into town and then worry about the rest in town. Or take some US Dollars with you, preferably in small bills, to last you until you get into town. Taxi into town is up to US$7 for up to 3 people.

And get rid of your Lao Kip before you leave Laos. It's a bit of a struggle finding an exchange that will accept them in Thailand, let alone anywhere else like Australia.
