Don't do it. It may not actually be illegal to do it, but it would be extremely, extremely disrespectful to everyone. Yom Kippur is one of the holiest days of the year in Judaism, a day so holy that even the airport stops operating. I strongly, strongly, strongly encourage you to respect that, and to decide which city you'd like to be in before Yom Kippur starts and spend it there.

Absolutely not because you wouldn't be able to drive within Tel Aviv or within Jerusalem. Besides everything is closed so there is no advantage in moving from place to place. Pick a city and stay there. You can drive after 7:30 pm on Wednesday from city to city.
