VAT at restaurants?

I have seen posts on this forum that say you can avoid the VAT tax at some restaurants by using a US or foreign credit card. Does VAT apply at restaurants?

VAT applies at restaurants, sorry. You don't pay VAT on hotels and car rentals. You can get some VAT refund on shopping. Check the rules.

Unless you are eating at the hotel in which you are staying, you have to pay VAT on restaurant meals.

This is from the appropriate government website:

Q: Are tourists who pay using foreign currency able to get an VAT exemption in restaurants in Israel ?

A: There is no VAT exemption for tourists in restaurants, except for meals in hotel in which the tourist stays overnight. In this instance you do not need to pay in foreign currency to benefit from the exemption.

The logic behind all of this is that for services and items that you use in the country there is no VAT exemption - the exceptions are car rental, hotels, and tourist services. When you eat a meal at your hotel restaurant and charge it to your room it just "merges" into the hotel bill. Other than that - meals you are obviously not taking out of the country so there is no VAT exemption - regardless of how you pay.
