You don't need 8 days in Jerusalem. You are correct that Tel-Aviv is busier than Netanya, but it also has attractions other than the beach: museums, historic neighbourhoods, Old Jaffa, markets,etc. Look at Post #18 on this thread for what to do in Tel-Aviv:

You should also spend some time in the Galilee. One option is to take an Abraham Hostel tour from Jerusalem. Another option is to take a tour from Tel-Aviv , e.g. Egged Tours. You can also easily go to Akko for a day on your own by train from Tel-Aviv.

If you want to stay in one place and you don't want to take day trips, then Tel Aviv is your only choice (unless you want to spend four days lying on the beach).

I guess in that case you have two options: Tel Aviv or Eilat.

Great beaches, good restraunts and lots of attractions if you'd get tired of the beach.

Easy transportation from Jerusalem to both of these cities.

Eilat? spend 5 hours to and from Eilat just tie on the beach? Tel Aviv is the best option. You can relax as much as you like, if you need some action, any kind you can have it. A concert in the evening or a musical event are also possible. Book hotel in a quiet area, it will be cheaper and nicer. Consult mbgg suggestions on the link he gave you.
