Most of the restaurants in Jerusalem (unlike Tel Aviv) are kosher, meaning they will be closed on Friday night. There are some non-kosher restaurants that will be open, but if you're looking for a "Shabbat dinner" experience, you won't find it at such an establishment. If you want to absorb the feeling of a traditional Shabbat evening meal, you'll need to do that at a hotel.
