Visa cards are very widely used in Israel. I don't know whether there is anything in particular about cards issued in Uganda, but assuming your card has a Visa logo on it there's no reason why it should be a problem.
Some small places don't take credit/debit cards so you need to use cash. It's very easy to exchange dollars for shekels at exchange bureaus, which are everywhere in tourist areas.
The issues are usually with the issuing company or country
Check with your bank and your country's laws with regard to overseas spending
oh and let them know that you're going to Israel so that you dont get the card frozen on a fraud alert
