You don't specify if you require Kosher, or whereabouts in Jerusalem, but take a look at e-luna for suggestions.

Since this is the Jerusalem forum, I'll assume Jerusalem. But to give good answers we need to know

a. Kosher or not

b. Milk or Meat ( or either)

c. a definition of the $$$ to REAL $$ would help enormously.

In Jerusalem: Great kosher meat lunches at Hatzer near the First Station. They are popular so a booking must be made. Close to the Jaffa Gate is Eucalyptus - creative, kosher recipes from star chef Moshe Basson. For an excellent dairy lunch - Ticho House on Rav Kook Street off the Jaffa Road.

Is the bar-mitvah taking place on Shabbat or Mon/Thurs?

If it's on Shabbat, then hotel dining rooms are your only option, unless you want non-kosher food.
